This initiative is part of the Federal Civil Service Strategy and Implementation Plan 2021-2025, aimed at modernizing the public service and improving efficiency.
Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, made the announcement at a briefing in Abuja to commemorate the 2025 African Public Service Day and Civil Service Week. She stated that 11 ministries have already implemented the Enterprise Content Management System (ECMS), making them paperless, while others are at varying stages of implementation.
Dr. Walson-Jack emphasized that the Office of the Head of the Civil Service of the Federation had already gone paperless before she assumed office and is now working to accelerate this transformation across all Ministries, Departments, and Agencies (MDAs). Partners have been engaged to help fund digital transitions in some ministries.
A recent study tour to Singapore, supported by the United Nations Development Programme, was part of preparatory activities aimed at positioning Nigeria’s civil service for excellence. The tour involved 20 State Heads of Service and was designed to benchmark best global practices and enhance Nigeria’s public service delivery.
The government plans to celebrate the 2025 African Public Service Day and Civil Service Week with various activities, including:
– International Civil Service Conference: A two-day conference in Abuja featuring keynote addresses, strategic panel discussions, and exhibitions.
– Civil Service Week: A week-long celebration from June 20 to 28, 2025, marking the African Public Service Day and showcasing Nigeria’s civil service reforms.
– Rewards and Recognition Awards Ceremony: An event to recognize excellence in public service.
